The Andorran Telecommunications Service (STA) is constituted as a public law entity, with its own legal personality and autonomous organization. The object of STA is the management and exploitation, exclusively, in Andorran territory, of telecommunications services in general – fixed telephones, mobile telephones, data transmission, Internet and other auxiliary or supplementary telecommunication services – including matters referring to international communications.
The Andorran Telecommunications Service is also responsible for managing the technical infrastructures and national broadcasting networks for radio and television, both analogue and digital (TDT).
STA was formed as a public company in 1975. STA is governed and administered by a Board of Directors with full responsibility to the Government of Andorra for the management, direction and representation of the service, and the management, administration and disposal of its assets and resources.

STA leverages Vitria Technology, its platform M3O ESB and professional services to deliver the required functionality on-time and on-budget

As shown in below diagram, STA collects orders using Siebel’s CRM application, manages billing with Geneva Billing System, provisions services, and does the activation piece with M3O ESB and the different process models developed over M3O ESB to support the different services delivered at customers home.
Vitria M3O ESB is the BPM and integration engine that allows processes to run across these systems with a minimum of human interaction, high degree of visibility and a minimum of disruptions.
Sample: The power of this approach, and the reason that STA selected it, is that it directly supports a process-centric model for the business support systems which is far superior to the data-driven approach of stand-alone transactional applications. The process-centric approach more closely matches how customers interact with the business and is also easier to change since the key elements are centralized in the BPM layer. STA’s customers are not interested in whether an order is in the order entry system, the provisioning system or someplace else, they want to know when their service is ready and how they can change their service whenever they want. The process-centric approach is thus a key requirement.

Service provider STA, establishes a flexible SOA and j2EE based architecture, to support the rapid introduction and scaling of cutting-edge services such us FTTH
- Use M3O ESB rather than looking at a specific packaged application, with higher costs, and risks when trying to meet requirements.
- Use M3O ESB in order to build in first instance an Activation System, generating SOA enabled and reusable components, such as the Network Command Layer, the Rule Engine service, and others, for future reusability.
